Inspiration sets the floor: two cards for four mana, no strings. What the d20 adds here is upside layered on top of a guaranteed baseline, so the roll never leaves you worse than the fair-rate draw spell you were always going to cast. The design cleverness is in where the die is anchored. Even the worst outcome (a 1 through 9) still nets the full two cards, meaning the randomness only ever improves the result: the 10-through-19 band tacks on selection, and a natural 20 pushes it to three cards deep with scry attached. That structure sidesteps the usual complaint about dice mechanics, that variance can burn you, by putting the floor at "acceptable" and the ceiling at "excellent." It is a study in how to make randomness feel generous rather than punishing: you are not gambling on whether the spell works, only on how much extra it hands you. The instant timing matters more than the die: holding it means the scry-then-draw modes can be read against a topdeck you have already committed to, or fired at end of turn when you have nothing better to do with the mana. As a variance-smoothing card advantage spell, it trades the flat consistency of a fixed draw effect for a distribution that mostly bends upward.
