Concordia Pegasus
Three toughness is the whole proposition. A 1/3 for two with flying clears the most common one- and two-drop power figures on the ground, so it survives the early turns as a blocker while its evasion lets it chip in over the top once the board stalls. White has handed this exact job to an interchangeable line of small fliers across the game's history: a patient defensive body that trades up against ground aggression and provides a slow, hard-to-answer clock for the decks that play the long game. Nothing here rewards building around it, and nothing here pretends to. The design is doing maintenance work, filling the slot a white commons file has always needed, and it does that work about as well as any 1/3 flier ever has: recognizable, replaceable, and useful in precisely the role it was cut to fit.
