Convoke's whole pitch was paying for big spells with a wide board, and the printed cost here is the bait: two white pips and four generic on a 3/3 flier is nobody's idea of a good rate at face value. But the generic four (and even the white pips, if your creatures are white) can be paid by tapping a board you have already developed, which is exactly what a token-flooding white shell produces in bulk. The tension is what keeps the design honest: convoke rewards you only when you are already ahead, taps creatures that would otherwise be attacking or blocking, and folds the moment your board gets swept. Cast it for full retail and it is a slow, unexciting flier; cast it for two or three actual mana on the back of a swarm and it is a tempo swing that adds an evasive clock without slowing your next turn. The flying matters more than the modest body suggests, since the job is to close out a game the wide board has already set up rather than to win combat on its own. It is the convoke mechanic distilled to a single common: build the board first, then spend it twice.
