Black has always treated its graveyard as a second hand: creatures die into it as fuel, spells resolve into it, discard pitches into it, and the deck recoups all of it later. This enchantment turns every one of those transactions into a card for the player on the other side of the table. The trigger is broad in one dimension and surgically narrow in another. It fires on any black card reaching an opponent's graveyard from anywhere, no matter how it got there (a creature dying, a spell resolving, a discard, a mill), but only on opponents' black cards. A mono-black deck feeds it relentlessly while a white-blue deck never triggers it once. That asymmetry is the entire design, and Wizards built a cycle of these single-color hosers in this era working off the same template: cheap, permanent, and crushing against exactly one color, inert against the rest. The "you may" on the draw is a small but real concession to play patterns, letting the controller decline when their library is thinning toward danger. What dates the card is the bet it represents: it is a permanent built to exploit one color's reliance on a single resource, useless the moment that color is absent. The enchantment does not care whose card or whose effect put the black card in the bin, which makes it as punishing against an opponent's own discard outlet as against your removal.
