The firebreathing is the tell: this was built as a mana sink, not a fixed body. The 1/1 base commits almost nothing on its own, so the card lives or dies on whether you can keep red open to grow it on the turn the swing matters. That makes it a creature that scales with the game rather than one with a printed ceiling, which is exactly the late-game outlet a flooding red deck wants from its spare mana. The mountainwalk does the structural work that trample or unblockable would do elsewhere: it costs nothing, stacks cleanly with the pump, and lets a single attack convert a stalled board into a finishing blow against anyone keeping a Mountain in play. The conditionality of that evasion is also what holds it back. An opponent with no Mountains blocks it like any other ground creature, and the body is fragile enough that nearly any removal answers it before the firebreathing ever pays off; the pump is a per-turn investment, so a chump block or a trade burns the mana with nothing to show for it. It is a goat-shaped artifact of an era when landwalk was treated as a real, exploitable color-hosing axis rather than the flavor footnote it became, the same design logic that priced islandwalk and swampwalk creatures as live threats so long as the table was playing the right basics.
