The -2/-0 is the tell that this is a defensive card wearing a tempo costume. A one-mana flash blocker that shrinks the biggest attacker on the way in: the effect neutralizes a swing without spending a card on a hard answer, and the 1/2 body holds the ground afterward. The debuff is power-only and lasts a single turn, so it never trades up on a bomb or removes a threat permanently; it just buys you the turn you flashed it in. Flash is doing most of the strategic work here, letting the Gnome ambush an attacker at the last legal moment and represent a blocker your opponent could not play around. Combined with the enters-trigger, it plays like a soft Fog stapled to a chump: you hold up one mana, they commit to an attack, and the math changes after they are already committed. Blue rarely gets to interact with the combat step this cheaply, and this is the design compromise that lets it, a low-rarity artifact creature that gives the color an early speed bump against aggression without handing it a real removal spell. The ceiling stays deliberately capped at exactly that.
