Citizen's Arrest

Enchantment1 generic manaWhite manaWhite mana

The white removal template that trades permanence for a smaller footprint on the battlefield. Where black kills and burn burns, white's answer to a threat has long been to exile it and stand there holding the door: Journey to Nowhere, Banishing Light, Oblivion Ring all work this way, tucking the creature or planeswalker into limbo tethered to the enchantment's own survival. This one narrows Banishing Light's "any nonland permanent" down to just creatures and planeswalkers an opponent controls, which is the concession that pays for its slot: no more using it as a flexible catch-all on your own artifacts or on a problem enchantment, and no more removing your own permanent to reset a counter. The tethered-exile design carries a permanent cost that a Doom Blade never does. Kill the enchantment (or bounce it) and the exiled threat comes home untouched, which means the answer can be answered, and the thing it was holding has been waiting the whole time. That reversibility is the axis white removal has always been priced against: cheaper and cleaner than sorcery-speed destruction on the way in, but reading the board as a loan rather than a sale. Against creatures that leave value behind on death, the exile is strictly better than killing; against a deck built to blow up your enchantments, it is a liability with a fuse.
