A 3/2 flyer for one black mana reads as a bargain until you notice the body is the cheap part. The real pricing lives in two clauses. The first, "you may discard this card any time you could cast an instant," means the Vultures rarely want to be cast at all: held in hand, they become a free pitch you can dump at instant speed to feed any discard-matters payoff or to fuel a graveyard you are about to mine. The second clause is what the discard option lets you escape. Once the bird is on the battlefield, every upkeep demands the top creature card of your own graveyard, exiled to keep the wings beating, and a black deck built around reanimation and recursion is exactly the deck that least wants to spend the dead. The Vultures eat the resource your other cards are trying to refill. That collision is the design: a creature you usually never play as a creature, because the moment it sits in front of you it starts taxing the yard. The discard valve only works from your hand, so the decision is made before it ever resolves: cast it and accept the upkeep drain, or treat it as a one-mana card you would rather throw away than ever animate. As an early-era experiment in pricing a body against the graveyard, it is unusually self-aware about which line you actually want.
