An oil-counter battery built to feed itself, then punish you for spending too slowly. The upkeep trigger stockpiles counters onto your other artifacts and creatures for free, but the token engine refuses to run on that hoard: the goblin only arrives when a counter has been removed from something you controlled this turn, or a counter-bearing permanent has hit the graveyard. That is a deliberate anti-hoarding constraint. It rewards decks that treat oil as a currency to be drained (modular payoffs, proliferate-and-consume shells, counters that time out into effects) rather than parked. Left alone, this does nothing but pile counters where they sit; the body comes only when the counters go somewhere. The result is a card that measures how active your oil deck actually is: a build that never spends its counter-bearers gets a slow, inert artifact, while one wired to cash counters every turn gets a repeatable token for two and a tap. It is engine glue rather than a threat on its own, the kind of piece that turns a loose collection of oil synergies into something that produces a board.

Activate only if an oil counter was removed from a permanent you controlled this turn or a permanent with an oil counter on it was put into a graveyard this turn.
