Affinity sets the printed cost at nine specifically so the discount only ever materializes for an artifact deck deep enough to make it absurd, and the triple-blue commitment is meant to be the brake on that math. In the artifact-saturated boards this was built for, though, a player fielding a dozen artifacts was already far enough ahead that a 3/4 flier with a card-advantage trigger amounted to piling on. The enters-the-battlefield clause is the genuinely peculiar one: it digs three cards deep and keeps only the artifacts, dumping the rest into the graveyard. In a vacuum that is a punishing filter, since three nonartifacts off the top hand you nothing but self-mill. Inside an affinity shell, where the deck is overwhelmingly artifacts, it reads closer to a one-shot three-card refuel: most or all of what it reveals comes straight to hand, with the graveyard cost rarely biting. The tension lives right there. The trigger rewards the same deck that made the body cheap, so the creature scales with itself rather than fighting its own cost. The discount and the dig both lean on the same condition: the cost assumes you are already knee-deep in metal on the battlefield, while the trigger assumes that same density carries over into your library, which makes it a tribal payoff in the most literal sense, a creature whose every line of text is collateral on artifact density.
