Pairing an aggressive-enough rate with an enters-the-battlefield trigger, an artifact type, and a Cat type keeps it a utility piece rather than a spell you build around. The scry does light card selection without touching card advantage, which keeps the design honest: it fixes your next draw, it does not refill your hand. Those two types are the wrinkle that gives it a home, since both Cats and artifacts have accumulated enough payoffs over the years that a warm body with a relevant type earns a slot it would not get on stats alone.
