Most tutors care only about the library; searching both zones means a countered or discarded Chandra, Flame's Catalyst is never truly gone, only delayed until the next Hellion resolves. The 4/2 line tells you the body is scaffolding rather than the point: enough to swing for four the turn it lands, fragile enough that trading it away is expected once it has done its fetching job. This is a fetch dressed as a beater, an approach the designers reach for when they want to sell a marquee planeswalker to newer players in a self-contained deck: the search turns a one-of legendary into something the deck reliably assembles, so a first-time pilot experiences the walker as a promise the deck always keeps rather than a card they might never draw. The Hellion doing the searching is a delivery mechanism; the design intent is consistency, engineering around the variance that would otherwise make a singleton bomb a coin flip.
