Legendary Creature — Human Rogue4 generic manaRed mana

A 3/3 body for five mana, fronting an ability that destroys an artifact creature only after you tap it and feed it triple-red: the constraints stack in exactly the wrong direction. The design intent is legible enough, a repeatable answer to the era's artifact creatures, but there were vanishingly few of those when this was printed and almost none that warranted a dedicated hate-creature carrying a mono-red activation tax on top of a tap. The body is too small to pressure anyone, the activation demands a red commitment most decks of the period could not reliably hit, and the target restriction is so narrow that the ability does nothing against the overwhelming majority of permanents you would ever want gone. What makes it more than its rules text is the fossil it represents: a moment before Wizards understood that a destruction effect needs either a body worth keeping or a target worth hitting, and ideally both. It is a clean illustration of how a removal ability can be technically functional and practically inert at once, and why the activation cost, not the effect, is where flexible answers live or die. The lesson is durable even if the card never was: an answer priced at three colored pips plus a tap, aimed at a sliver of the permanent pool, is a riddle nobody asked rather than a tool anybody wanted.
