Milling one card per turn, on a body that has to survive and untap to do it, is the gentlest mill rate the game has ever printed, and that is precisely the point of the design: this is a self-mill engine wearing a deck-destruction mask. Pointed at an opponent, a 1/1 grinding one card a turn is a clock measured in decades; pointed at its own controller, it becomes a repeatable, mana-free way to fill a graveyard for delve, flashback, reanimation, or threshold without burning a card from hand. The tap is the only cost, so the body dying to anything is the lone real constraint, capping how fast even a dedicated graveyard deck can churn. That "target player" clause is what keeps the card honest in a cheap-creature mill shell: the same tap that feeds your own yard can, in a pinch, mill an opponent who is digging for a specific answer or trying to keep a tutored card on top. A one-drop whose worth is entirely a function of what the rest of the deck does with the cards it pushes into a graveyard, it does almost nothing in a vacuum and quietly accumulates value across a long game.
