Anti-flying tech almost never gets a card slot of its own: it lives stapled to the back of something, a kicker line on a creature or a clause on a pump spell, because losing flying for a turn is too narrow to spend a whole card on. This one gets two uses out of that single card instead, and that is the actual idea. The flashback clause means a single answer to evasion can show up twice, once at instant speed off the top and once more out of the graveyard, which turns a reactive trick that does nothing against a grounded board into a recurring tool against the deck that actually has flyers. The effect is a stranger one than burn or bounce: it does not kill the threat, it grounds it, removing the creature's ability to swing past your blockers and folding an air war back into ordinary combat math. Green's color identity is the reason it reads this way; green answers flying by reaching up to pull threats down rather than by killing them outright, and a repeatable "lose flying" is the cleanest expression of that approach the color has. The price for two uses is steep narrowness: against a board with no flyers it is a dead draw both times. But against the matchup it was built for, it asks the opponent to walk a creature into your blockers not once but twice.
