Take the standard "can't attack" aura template and then, instead of trimming the target down, this one feeds it. Pacifism keeps the muzzled creature exactly as it was; this hands it +2/+2, turning a threat the controller wanted neutralized into a sturdier blocker on the opponent's side. When aimed at an enemy creature the buff cuts against the caster, a real concession; but with unrestricted "Enchant creature" text you can just as easily play it on your own creature to build an undercosted blocker. The creature still blocks, blocks better than before, and brings whatever abilities it had to the table; all the spell guarantees is that it stops swinging. So the trade is narrow and lopsided. You pay two mana and a card to remove one creature from the attack step, and in exchange the opponent gets a wall that eats your own attackers more profitably in combat math. The cleaner answers in white's long line of attack-locking auras (Pacifism, Arrest, and later Faith's Fetters) either keep the target small or shut off its blocking and abilities too, which is the direction most refinements of this slot have taken: shut off more, not less. Pumping the thing you are trying to contain is the road white almost never walks. The design reads as a deliberate variation on the family rather than an iteration of it, notable precisely because it accepts a defensive cost to do a single job no more thoroughly than the baseline already did.
