Color hosers used to be blunt instruments: cast them blind against the color you expected, and accept that they rotted in your hand the rest of the time. This one carries a built-in apology for that bargain. The counter half fires only against blue instants, which is dead weight in any matchup where blue isn't present, so the design bolts on a delayed draw that refunds the card on the next upkeep. The cantrip is what makes the printing philosophy legible: Wizards knew how often the counter clause would do nothing, and gave you a reason to cast it anyway. The targeting is also broader than the conditional implies. The spell targets any instant on the stack, blue or not, so against a deck without blue you can still aim it at a non-blue instant (your own included) purely to trigger the draw. The counter half whiffs, the replacement half still happens. That is silver-bullet construction with an escape hatch welded on: a clean answer to blue's counterspells and tricks for a metagame where you already knew the enemy was blue, written so the answer never trades you down a card over a long game. The conditional counter does the hosing; the delayed draw makes sure the card is never a total blank.
