The conditional buried in the buff is the whole design problem. A static toughness boost is usually a sweeping, unconditional thing: anthem effects hand out their bonus regardless of what a creature is doing. This one keys off the untapped state, which draws a strange line through your board. Creatures that tap to attack lose the bonus the moment they swing; creatures that stay home keep it; and anything that attacks without tapping, vigilance being the obvious case, keeps the toughness while still applying pressure. The result is a static effect that quietly rewards inaction, propping up blockers and letting your side of the ground stall harden by two while asking nothing of you but restraint. The toughness-only axis compounds the incentive: +0 to power means even an untapped creature bigger by two does nothing to threaten the opponent, only to survive combat and shrug off damage-based removal. White has explored conditional anthems many times, and the ones that stick tend to reward attacking, since the assault on the opponent is where games are decided. Pinning the bonus to the untapped half of the board inverts that logic and leaves the card doing its best work in board states it is poorly equipped to break: grinding standoffs where nobody wants to swing first. Vigilance is the one place the design and the intent align, since it lets a creature both press the attack and stay untapped to hold the buff. Everywhere else, the enchantment fortifies a board it discourages you from using.
