The answer here is a firing button that only clicks once. The X-damage burst can point anywhere and grows the Vehicle's already-large frame with a counter as it fires, but it fires exactly a single time, which means the ceiling is real and the game plan around it has to be built with that finality in mind. The entry burst of four mana of one color, restricted to activating abilities, is doing quieter work: it front-loads the exhaust cost so the turn this lands can also be the turn it goes off, collapsing the two-turn ramp-then-fire sequence Vehicles of this size usually demand. That mana is also fuel for other activated abilities on the board, which is where the card stops being a threat and starts being a piece of an activated-ability shell. Everything about it points toward a deck that wants a single decisive payoff rather than incremental value: the crew cost is low enough that the body attacks the turn after it arrives, and the exhaust window is the moment the deck is bending toward.
