The cost is in the fine print rather than the mana. It enters tapped, so it taxes your tempo on the turn you play it, and the trigger is a one-shot tied to entry, meaning it answers a graveyard at a single moment rather than policing it turn after turn the way a repeatable exiler would. Targeting a single player's graveyard, not a sweep of all of them, is the other restraint: it picks one victim and leaves the rest of the table's bins intact. Against an opponent rebuilding a yard across several turns, the land is a snapshot, not a lock. None of that has dented its appeal, because the value proposition is structural: you are not spending a card on hate, you are spending a land you needed anyway and getting the hate for free.
