Foretell was a mechanic built around one card at a time: you paid the tax to hide a spell face down and cast it later for a discount. This turns that from a per-card cost into a static engine, blanketing every nonland card in your hand that lacks the keyword with a foretell cost of its mana cost minus two. The two-mana reduction is the whole balancing act: a foretold spell effectively costs its full value split across two turns, so you are trading tempo for information denial and mana-smoothing rather than getting a raw discount. Where the mechanic normally punishes you for stockpiling, this rewards it, letting you launder a fistful of cards into face-down threats an opponent cannot see or answer. Layered on top is a second-spell trigger that goads an opponent's creature, and the two halves feed each other: casting foretold spells cheaply on later turns makes hitting your second cast trivial, so the goad becomes reliable political pressure rather than an occasional bonus. It is a design that takes a mechanic remembered mostly for its combat trick applications and repurposes it as a hand-hiding value grinder, with a body large enough to matter and small enough to trade.
