The interesting move here is the flash-granting clause, which reaches a subtype rather than a card type. Cards that hand out flash usually grant it to your whole hand (Vedalken Orrery, Leyline of Anticipation) or to a color slice; this one narrows the grant to Hero spells specifically, turning what looks like a value enchantment into a tempo tool for a single tribal package. The distinction rewrites the timing math for a deck built around that subtype: creatures and other permanents that would otherwise be tapped-out liabilities on the opponent's turn become instant-speed responses, ambush blockers, and end-of-turn deployments that dodge sorcery-speed sweepers and duck sorcery-speed interaction. The enters trigger that draws a card is the honest half of the design, replacing the enchantment itself so the effect never costs you a card of raw advantage; you pay three mana and get the cantrip plus a persistent timing upgrade. What limits the card is density: the flash grant only earns its keep in a build packed enough with the relevant subtype to keep the window open every turn, and in a deck light on Hero spells it settles back into being a cantripping enchantment. Its real work is the quiet static permission-shift, converting a deck's whole sequencing plan from proactive to reactive, and it does that cheaply enough that the card draw reads as a bonus rather than the point.
