Blizzard Specter

Hypnotic Specter forced a random discard; this one lets its controller pick the mode while leaving the victim to soften the blow, and that single inversion is the whole design conversation. The Specter line had always been about forcing discards on the attacker's terms, but pushing into blue's tempo color meant offering bounce as the other half of the menu, and a defender who picks which permanent goes back or which card leaves keeps far more agency than one staring down a random discard. The result is a tempo creature rather than a hand-shredder: a 2/3 flier is fine enough to connect once or twice, and the bounce mode lets it claw back an opponent's board development a permanent at a time while the discard mode picks off whatever they were holding. The snow type is incidental color for the era it came from, a tag that mattered to a handful of snow-matters cards and nothing structurally. What dates it now is the modal-on-hit template, which gives the controller flexibility of menu but the opponent the final say within that menu, a softer flavor of disruption than the Specters that came before it. It reads as a deliberate dial-down of an aggressive Dimir archetype: still evasive, still grinding, but trading the brutal certainty of a forced discard for the gentler, repeatable pressure of a choice the victim gets to make least-badly.
