Hand the choice to your opponent and you have built a different kind of removal spell: not better or worse than three damage, but a fork where neither prong is free. Either the creature takes three damage (for one red mana, a fine rate by any measure) or its controller takes five damage to keep it. Every Blazing Salvo cast is a small negotiation, and the answer depends on the board, the life totals, and how badly the creature matters right now. Against an aggressive deck racing your life away, the five-damage option is a real cost; against a control player at twenty, it is barely a tax. The design lives in that asymmetry. The card is "deal with this creature OR take a real chunk of damage," and the opponent picks which problem you have solved. That makes it as much a reach toward the dome as a removal spell: in the back half of a race, five life is often the prize you wanted anyway, and a savvy opponent who lets the creature take the damage is conceding that the damage hurt more. The wrinkle worth respecting is that you do not get to choose; you supply the threat and surrender the resolution. It is removal that doubles as a clock, priced so that whichever way it breaks, you come out ahead, just rarely in the way you planned when you cast it.
