A repeatable creature-fueled pinger built on the Carrion Feeder template: feed it bodies, get incremental reach. The red half gives it the one thing pure sacrifice outlets lack, which is the ability to convert that fodder into direct damage aimed anywhere, so each creature dying does double duty as a removal ping or a chip toward lethal. The activation cost is the discipline here: a mana per shot on top of a creature means the engine never spins for free, and the one damage per use keeps it from becoming a runaway machine gun the way a zero-cost outlet would be. What it wants is a board full of expendable tokens or dorks worth more dead than alive, and what it gives back is a slow grind that turns a stalled creature glut into damage the opposing deck has to account for. The 4/3 body is incidental: it can attack, but the card's real job is sitting back and exchanging a wide board for a steady drip, which makes it a natural fit alongside anything that floods the table.
