The Propaganda effect rebuilt as a body. Where the enchantment version prices every attack aimed at its controller, this folds the same deterrent into a 2/4 with vigilance, taxing anyone who wants to point creatures at you or your planeswalkers. The cost is per-creature and paid by the attacker, so a wide board pays a wide tax while a single threat pays almost nothing. It does not stop attacks, it prices them, and the distinction matters most when the attacker has open mana to spare. The vigilance line is what keeps the design coherent: a deterrent that had to choose between swinging and holding the fort would undercut itself, so this one can attack for two and still be back to block on the crackback, never lowering its guard to press for damage. The four toughness is built to survive what it provokes, shrugging off chip damage and trading up against most things sized to crash through it. As pillow-fort defense it sits in the lineage of Ghostly Prison and Propaganda, with the difference that a creature can be killed, bounced, or edicted in ways an enchantment cannot; the tax is only as durable as the body carrying it. That is the trade a defensive white deck accepts for putting the effect on legs: real board presence and a blocker attached to the toll, at the cost of a permanent that removal can peel away.
