A tapper with a power ceiling, which tells you exactly how the era thought about repeatable creature control: give white a Royal Assassin built for board management rather than execution, then cap it so it can only handle the small stuff. The "power 2 or less" restriction does all the balancing work here. It keeps the Bureaucrats honest against the things that actually threaten a defensive white deck (the fatties, the finishers) while still letting it neutralize a token, a weenie, or a mana creature every turn. That governor is what separates a tapper like this from the open-ended versions that came later; the cost of the cheap body and the white-aligned color is that it can be stonewalled by anything it cannot legally target. It is a defensive tempo piece, a way to keep one attacker home each combat without spending a card, and the 1/1 frame means it is doing that work from behind a wall rather than as a threat in its own right. The card is a clean example of an old design caution: a control tool deliberately built with a brake on the engine, so the repeatable advantage stays small enough never to swing a board by itself.
