The mana never comes free here. Tapping gives you colorless, and that is the only mode that costs nothing; everything useful is gated behind an additional activation, one mana for white, two for green or blue. That structure is a microcosm of how Homelands priced fixing, treating color access as something you buy in tempo rather than something a dual land simply hands you. Set against the Revised dual lands that were legal alongside it, this reads almost as an apology: those entered untapped, made two colors at no cost, and shrugged off the basic-land destruction common to the era, while this charges extra mana for every colored source it offers. The escalating activation tax is the design discipline at work, and it is a punishing one. The three-color spread (white plus green or blue) marks it as an Abbey-aligned fixer for the set's faction-flavored manabases, but the rate it asks for that ambition is the kind of math later sets learned never to repeat. It is a useful artifact of a moment when Wizards had not yet settled what a fixing land was allowed to do without charge.
