The cleanest payoff a wide counters board could ask for, and the design knows exactly what it is rewarding. The draw scales by the number of creatures you control that already carry a +1/+1 counter, not by the size of the counters themselves: one creature stacked five high still cashes in for a single card, while five separately-bolstered bodies refund the whole turn. That distinction is the entire balancing act. The card pays for breadth, not depth, which steers it toward the go-wide counters builds (one-shot proliferate spreads, adapt and outlast across multiple bodies, anthem-style counter distribution) rather than the single-fatty plans where a green value creature usually lands. The body is incidental: a 3/3 for 3 generic manaGreen mana that walks in and replaces itself with nothing on an empty board. The restriction lives in the timing, too. It counts the work already done, not the counters you might add afterward, so there is no incentive to hold it for a later sequencing trick: you play it once the board is developed, and it pays in proportion to how developed that board is. The reason it never feels broken is that it can only ever draw as many cards as your creatures have already earned, and earning a counter on five separate bodies is a real commitment to the plan before the refund arrives.
