A relic of the set built entirely around the Brothers' War, when "artifact creature" was a meaningful enough card-type combination to print support this specialized at uncommon. The Blacksmith is not a hoser; it is a protector, a repeatable damage shield aimed exclusively at the artifact creatures the format was assembled from: Su-Chi, Triskelion, Tetravus, and the rest of the workshop. The design discipline lives in the targeting clause. The ability cannot save a Savannah Lions or even the Blacksmith's own 2/2 body, only artifact creatures, which is precisely the restriction that lets two points of prevention per turn ride on a three-mana frame without being costed defensively. In an environment where Triskelion's plan was to ping things to death, a recurring two-point shield on the right creature genuinely blunted the assembly line. The card is a snapshot of how white once interacted with the artifact metagame from the supporting side rather than the answering one. Damage prevention as a mechanic has since been largely retired from white's toolkit in favor of indestructibility, protection, and counter-based shielding; the lineage that runs through Samite Healer and the era's prevention specialists has no real modern descendant, because the design problem it solves (point-damage attrition against fragile artifact bodies) stopped being a problem worth printing a card around.
