The triple-blue cost is the whole argument. Cryptic Command proved that a modal instant which counters, draws, and does a third thing is worth building a deck around, but Cryptic asked for four mana and a rainbow of it. This trims that template to three and pays for the discount by demanding the color commitment be total: Blue manaBlue manaBlue mana is a manabase declaration, a card only a genuinely blue-devoted deck can cast on curve. What you get for that devotion is a permission spell that never rots in hand. The counter mode keeps it live against threats, the draw-two mode turns dead late-game copies into fuel, and the theft clause quietly answers the one-mana permanents that fair blue decks otherwise struggle to interact with: mana dorks, aggressive one-drops, opposing utility creatures, and the small artifacts that anchor combo engines. That third mode is the design cleverness, because it gives a control deck a proactive, permanent-based line where counterspells and cantrips only ever react. Force Spike this is not; the flexibility is the point, and each mode covers a hole the other two leave open. The reason it reads as a control staple rather than a Swiss-army toy is that all three modes serve the same plan: deny, refuel, and pick off the cheap thing that would have slipped under a stack of hard counters.
