Land Tax paid you off for falling behind on lands by refilling your hand; this reworks that same premise into raw board development. The enter-the-battlefield search is the familiar half: a self-limited grab of two Plains that smooths the early curve and stocks the hand with fodder for what comes next. The recurring trigger is the engine worth studying. When a trailing count is what qualifies you, an opponent's land dropping while you sit behind them lets you slide a spare land into play, skipping the draw-and-play detour of the older tax effects and converting stranded lands into free acceleration. That trigger fires per qualifying land drop, not once per turn, so in a pod racing to ramp it can put down several lands in a single rotation while you spend nothing. The land-count clause holds the whole thing in check: the engine goes dormant against any opponent you have caught or passed, and stays live only against those still ahead of you, so a leader can never snowball on it. The color placement is deliberate. White's route to acceleration has always run through taxes and equalizers rather than the mana dorks green leans on. This descends from that older idea: a ramp piece that punishes greedy expansion across the table and idles completely once you stop trailing.
