Draw-three has always been priced as sorcery-speed at four mana, or as instant-speed at a premium: Jace's Ingenuity landed at five, and the instant tax is exactly the point. This design keeps the five-mana sticker but hands it back to the one deck that wants to cast it: a Wizard on the battlefield knocks the cost to four, restoring the classic four-mana draw-three rate while preserving the flexibility to hold up the same mana for a counterspell and cash in for cards on the end step instead. The tribal discount does double duty as a build-around lever and a rate correction; without a Wizard you are paying the instant-speed tax in full, with one you are getting Concentrate at end of turn. It is a quiet piece of tribal support that rewards the color's own creature type without warping around it, the kind of refill spell that keeps a control or tempo Wizards shell topped off between interaction. Nothing flashy in the effect itself, but the conditional cost turns a fair blue draw spell into a payoff for a deck that was already leaning on its Wizards for value.
