Mono-blue, and open to any blue drafter rather than locked to the Simic Mutagen signpost it reads as, which means her ceiling depends entirely on what evasion or counter support the rest of the table leaves for you.
The format physics are unforgiving to her baseline. Common ground bodies cluster at 2/3 and 3/2 at three mana, so a 2/2 is a poor attacker into any developed board and a worse blocker against the Sneak creatures that flood UR and RW. Stomped by the Foot and Grounded for Life both answer her on rate, and Dimensional Exile turns her into a two-for-one against you the moment she has carried any investment. The card is asking for protection it has to import.
Where she earns the slot is Simic Mutagen, where +1/+1 counters do double work: they push her through the 2/3 wall and scale the draw on connection, since the discard stays pinned at one no matter how high the draw climbs. A piece of equipment off Bespoke Bō or Novel Nunchaku does the cheaper version of the same job. With fourteen menace cards in the pool and equipment across colors, that climb is draftable rather than wishful.
So she is a fourth-to-fifth pick for blue decks building toward counters or evasion grants, a maindeck card the moment you have one or two enablers and a marginal one without them. UR Sneak is the wrong home despite the shared color: the curve fights her, and while a Sneak trigger gets her in for a clean +1, that is a modest engine, not the payoff the counter package turns her into. She wants to be drawing three or four, not two.
