The clean read is a self-contained Curiosity that scales: connect, draw equal to combat damage, discard one. The draw outpacing the fixed discard is the whole pitch, which means the deck's job is to push the damage number up rather than to lean on the body itself. At two power on a 2/2 for 2 generic manaBlue mana, the baseline is unimpressive; the card wants evasion and combat enhancement before it does anything.

That makes this a commander-as-engine pick, and the obvious home is the helm seat of a mono-blue voltron-draw shell. As a commander, April rewards a build stacked with Rogue's Passage, flying or menace equipment, and unblockable enablers, where she filters a six-card draw down to five and the discard stops mattering. Tetsuko Umezawa, Fugitive points the same direction with a different tool, guaranteeing connection rather than amplifying the payoff, but a Tetsuko build would rather run April in the 99 than the reverse.

This is a Bracket 2-3 card. The engine is real but slow, and it asks for a turn of setup before it generates advantage, which is too synergy-dependent for Bracket 4-5 and too build-around for precon shelves. Detective tribal in a Karlov Manor-seeded list is a secondary draw, not the spine.

In the 99, she competes with Coastal Piracy and Bident of Thassa for the "connect and draw" slot. She is better when one big evasive swing is more likely than a wide board, worse when the deck goes wide on small unblockable bodies, where the per-creature triggers of Coastal Piracy pull ahead. Expect a sub-$5 secondary price near release. The political cost is low: a 2/2 that needs help connecting rarely reads as the table's threat, which is part of why the engine gets to keep running.
