The price is the whole point. Unconditional exile of any nonland permanent at instant speed is exactly the answer Orzhov should not get cheaply, so the cost is paid in life rather than tempo: three mana, no restriction on the target, but you bleed for it every time. That trade is what keeps the card in line. Vindicate is the obvious point of comparison, doing the same catch-all job in the same colors at the same mana value, but it works at sorcery speed and reaches lands while only destroying rather than exiling; this design trades that land-hitting flexibility for instant speed and the harder removal mode, then taxes your life total instead. The life loss is real friction, not flavor: against aggression you are answering one threat while accelerating your own clock toward zero, the constraint that stops a permanent catch-all from being a default include in every deck that can cast it. What you are buying is certainty. Exile beats indestructible, beats recursion, beats death triggers, beats every "when this dies" engine, and the instant-speed window lets you hold it for the planeswalker that just untapped or the threat that resolved a turn ago. The target clause is the one limit worth remembering: this only answers permanents on the battlefield, never a spell still on the stack, so it ends problems rather than preventing them. It is the removal you reach for when the target absolutely has to be gone and you can afford to bleed to be sure.
