The hard-counter tradition since Counterspell has priced reliability against tempo: you pay the mana, you get the guaranteed stop, and you eat the double-blue commitment plus the risk of a dead card late. This design keeps the guarantee and shifts the whole cost off the caster. A single blue counters any noncreature spell, with no floor on the target and no second blue pip to strain the manabase, provided you are willing to hand the countered spell's controller two Treasures. That concession is the only knob. The tokens are worth roughly the mana you just denied, which is why the trade usually reads as clean: you stop the spell, they recover a fraction of what it would have cost, and play continues. It sours precisely when the thing you countered was a ramp or storm enabler, because then the Treasures become a launchpad rather than a refund, feeding the exact engine you were trying to break. The arithmetic shifts again when the recipient is one opponent among several rather than your sole rival: countering a spell from someone already too far behind to matter makes the downside a rounding error, while gifting two mana's worth of ritual to the leader is how you lose. The result is a hard counter whose cost floats with the board state instead of sitting fixed on the card, letting decks that cannot stomach Counterspell's blue-blue run reliable interaction anyway.
