The clever part is that milling three and declining the reward isn't a failure state: it's the second half of a choice. Every enters-the-battlefield selection card wants to hand you a card, but this one prices the miss into upside. Whiff on finding a Plains or a small creature (or simply want the body instead) and the counter turns a 1/1 flier into a 2/2, a stat line white is happy to have on an evasive three-drop. That two-way clause is what makes the card tick: the graveyard three cards deep is fuel for whatever cares about a stocked yard, and the search is narrow enough (lands of one type, creatures at mana value three or below) that the "grow instead" branch is a genuine outcome rather than a consolation prize. It rewards a deck built around a specific curve, since the creatures it can grab are exactly the early plays that make a white board work, and it doubles as light land insurance for a base leaning on basics. The Cleric body and the incidental self-mill point it toward decks that want bodies in the graveyard for later, but the counter clause means it never feels dead when the mill turns up nothing usable. A modest creature engineered so its worst case is still a marginally bigger flier, which is a tidier answer to the enters-the-battlefield-whiff problem than most cards of its size bother to attempt.
