The question this design poses is what a Goblin is worth once it has stopped attacking. The activation turns a sacrificed Goblin's power into damage at any target, so a 1/1 token converts into a single point and a fattened-up Goblin Piledriver or a Siege-Gang Commander beneficiary fires off as a respectable bolt. The Bird is the delivery system: it is no Goblin itself, just an evasive 2/2 body and a repeatable cannon that recycles a tribe whose plan is to swarm. That division of labor is the design idea. Red already had Siege-Gang Commander turning Goblins into burn, but that engine eats itself; here the launcher stays off-tribe and airborne, so the Goblins do the dying while the Condor hangs back to keep aiming. The cost structure is the catch: each shot wants 1 generic manaRed mana plus a creature, so output scales with how wide and how pumped your board already is rather than offering raw efficiency on its own. It is a reach finisher and a removal valve for a deck that was always going to run out of attack steps before it ran out of bodies, a way to cash in a board state that combat has stalled.
