The enters trigger is a counter-consolidator: it doesn't manufacture +1/+1 counters, it relocates them, letting you move any number of them from your other permanents onto a single evasive, life-gaining body. That optional transfer is the whole design. Cast it into an empty board and you have a 2/2 flier with lifelink, nothing more. Cast it after counters have spread across creatures, artifacts, even Planeswalkers, and you choose how many to pull onto one threat that flies over the ground and drains while it swings. The move fires once, only on entry, so the card rewards a board state that already exists rather than one it builds; it is a payoff that arrives after the setup, not a setup itself. It lives in tension with how counters normally accrue: most +1/+1 strategies want to go wide and keep their bonuses distributed across many bodies, where this asks you to centralize them onto a creature that a single removal spell erases. The reward for accepting that risk is evasion plus lifelink stapled to a body whose size is bounded only by how many counters you were willing to strip from elsewhere. Because the amount is your call, you can leave a few counters home to keep other bodies relevant, or empty the board for one oversized flier. It is a finisher for a deck that treats its counters as portable rather than rooted, and it punishes an opponent who lets those counters pile up unanswered.
