A 2/3 body for three mana is the unconditional part of the rate, and the conditional flying is the part the deck has to earn. The phrasing matters: it asks only that you control an artifact, any artifact, at the moment it would attack or block, so the keyword flickers on and off with the board rather than triggering once. That makes it a soft payoff for an artifact-themed deck rather than a creature with a real ability of its own, the kind of common that exists to reward you for doing what the archetype was already doing. The 2/3 ground body is the floor: serviceable on defense even when the condition lapses, never embarrassing on an empty board. What it cannot do is generate its own enabler, so the card is only as good as the artifact density around it, and in a deck light on permanents-that-are-artifacts it is a vanilla blocker wearing a promise. It belongs to a long line of bloodthirst-style conditional bonuses keyed to a tribal or thematic deck state, where the body is priced to be playable without the rider and the rider is the reason you would rather play this than a generic two-drop flier.
