The static ability is the payload, and it quietly answers a problem that has dogged +1/+1 counter strategies since the mechanic existed: counters make creatures bigger on the ground, but bigger ground creatures still get chump-blocked into oblivion. By handing flying to every counter-bearing creature you control, this turns a board of incrementally pumped bodies into an evasive air force with no further per-creature investment. It is self-sufficient too: outlast lets each falconer tap to grow itself at sorcery speed, so it can put a counter on its own back and take to the skies without help from anything else. The catch is built into the activation. Tapping to outlast means sitting out the attack that turn, the rate-limiter that keeps the snowball from running away. Where the card stops being a one-creature engine and starts reshaping a battlefield is alongside any other counter source: it does not care how the counters arrived, only that they landed on a creature. A body carrying a counter from outlast, a combat trick, or a separate permanent gains flight the instant this resolves. It is a lord-style anthem narrowed to a single keyword grant keyed off a single condition, the kind of payoff that scales with how many of your creatures are already counter-based. The 2/3 body is sturdy enough to weather incidental removal and start the outlast clock the turn after it lands.
