Most enchantment removal makes you pay full freight for a single answer; this design instead staples a disenchant-lite effect to a bolster action, an attempt to keep the card useful even when the opponent has nothing worth pointing at. The target-player clause is doing quiet work: because the controller of the enchantment chooses what to sacrifice, this is never a clean answer to a specific problem permanent, but the sacrifice can still crack open a defensive enchantment shell the opponent would rather keep whole. Then, as the spell resolves, bolster performs its keyword action, finding the creature with the least toughness among yours and thickening it for two mana at instant speed, dropping the counter right before blockers or as a removal spell tries to resolve. That flexibility is the reason to run something this conditional: bolster alone would be a sorcery-grade effect, and pairing it with a destabilizing sacrifice lets one card hold up two different kinds of pressure. The bolster keyword is built to reward going wide with uneven bodies, automatically finding the runt rather than asking you to track which creature wants the counter. The result is a hedging card: a removal spell that refuses to be hard removal, a counter that refuses to be a real combat trick. The seams show at the edges. Aim it at a player with no enchantments while you control no creatures and it resolves for nothing at all.
