The magecraft trigger here isn't a pump spell in the usual sense: it sets base power to 3, meaning it works just as well on a dork you want to attack with as on a defensive body you're trying to shore up, and it overwrites rather than stacking. Multiple triggers in a turn don't build toward a lethal number; each one just re-affirms the same 3, so the design deliberately refuses to reward chaining copies for damage. What it does reward is a target that already carries something worth attaching power to: an evasive threat, a creature with an on-hit ability, something whose problem was never toughness but the number in the left box. Pair the trigger with a creature whose power is already greater than 3 and the set-to-3 line can even shrink a beefier body back down, a wrinkle worth knowing before you point it at the wrong target. The 0/3 flier that carries the ability is built to survive on an empty board and turn spellcasting into a repeatable, if capped, redirect of power onto whatever needs it. It's a spells-matter enabler that trades the raw scaling of a stacking buff for consistency: you always know exactly what base power the target is set to, and the answer is always 3.
