The activation keys off sacrificing any Treasure, not just the two it makes, so anything else in the deck that mints them feeds the same outlet. The scry does the quiet structural work, smoothing your sequencing while the board widens, so a deck built to keep the Treasure supply flowing gets both a growing army and steadier access to the cards it needs.
The digital rebalance runs toward the buff, not the nerf. The paper card converted Treasures into Citizens with no filtering; the rebalanced version bolts Scry 1 onto each activation, promoting a pure go-wide engine into one that also fixes your draws. The core idea (a permanent that turns disposable ramp into a self-sustaining engine) is untouched. The rebalance just improved the exchange rate on every conversion.
